Under the new EU Battery Regulation, batteries classified as waste can be brought back into use through preparation for re-use. Batteries destined for re-use are placed on the market via the producer organization's digital DELV platform. "We are currently putting together new partnership agreements with Tier 1 and Tier 2 operators," says Juha Kenraali, CEO of Finnish Car Recycling Ltd (Suomen Autokierrätys Oy). Batteries and battery modules verified as safe or refurbished benefit the entire business cluster, and in the process, a wholly new, controlled, and transparent circular economy ecosystem is taking shape.
AI, robotics and a shifting regulatory landscape are forcing change. For example, repairing batteries with used parts will become smoother and safer for operators and consumers alike. Interest is coming from several countries besides Finland, and the number keeps growing. Finnish Car Recycling Ltd and CeLLife Technologies Oy have agreed to deepen their cooperation in order to build diagnostics into the battery value chain. "This is a huge opportunity to scale up, and to make battery re-use both safe and cost-effective," says Roni Luhtala, CEO of CeLLife Technologies Oy.
Every EU country is wrestling with how to get re-use systems off the ground, which means there is genuine potential to export Finnish expertise. Where guidance and oversight are missing, illegal and disorderly practices can take hold — something Finland has tackled head-on, as the Regulation requires. Finland has worked patiently and purposefully so that operators are well placed to be among the first to find new business models, at home and elsewhere. Operators from other countries are naturally just as welcome in the Finnish market.
"The Battery Regulation has been in force for three years now, and for over a year where the implementation of producer responsibility is concerned, so it would be surprising if the rest of Europe weren't waking up to it too," Kenraali notes. The administrative and technical solutions developed in Finland can be adopted as-is in any country covered by the Battery Regulation. "We are well placed to take on new partners and customers," says Lasse Nykänen, CEO of Vediafi Oy, one of Finnish Car Recycling's service providers.
